Description
The City of Syracuse Department of Neighborhood and Business Development is soliciting proposals from eligible nonprofit agencies and local governmental entities for Program Year 53 Emergency Solutions Grant activities. Eligible activities are limited to rapid rehousing, homeless prevention, street outreach, and Homeless Management Information System (HMIS) participation. Proposed programs must serve homeless persons or persons at risk of homelessness, align with the City's 2025–2029 Consolidated Plan, and participate in the applicable Continuum of Care coordinated-entry process. Applicants must provide a 100% non-ESG match, with cash or in-kind sources documented in the budget. The application requires program narratives and budgets, organizational and financial records, board and staffing documentation, proof of liability insurance, matching-funds documentation, required certifications, and applicable HMIS and coordinated-entry documentation. The grant period is May 1, 2027, through April 30, 2028.
