Description
The Housing Authority of the County of Contra Costa is soliciting proposals from qualified, licensed, and insured attorneys or law firms to provide non-litigation real estate development counsel for public housing repositioning projects planned for 2027 through 2032. The scope includes advising on HUD Rental Assistance Demonstration and Section 18 programs, mixed-finance development, Faircloth-to-RAD transactions, affordable housing development, developer engagements, real estate acquisition and disposition, title review, special-purpose entities, financing and equity transactions, partnership agreements, legal opinions, HUD closings, RFQs, term sheets, development agreements, and CEQA/NEPA matters. The contractor will also provide entity-formation and tax-exemption services, represent the Housing Authority before relevant governmental entities, prepare filings and legal documents, provide assignment reports and budgets, and submit detailed periodic invoices. Proposals must follow the required nine-tab format and include the specified firm profile, HUD certifications, equal employment opportunity policy, letter of interest, qualifications and experience, past-performance information, and references. Pricing must be entered separately through the designated e-procurement system and must not appear in the digital proposal documents. The anticipated contract is one year with two additional two-year option periods, for a maximum term of five years.
