Description
The New Hampshire Department of Health and Human Services is soliciting applications from qualified vendors to operate county-wide cold weather programs that mitigate the effects of homelessness during winter months. Eligible services may include temporary shelters, hotel stays, transportation to other housing options, and other assistance supporting individuals and families experiencing homelessness. Programs must serve the entire county proposed, provide access to all municipalities within that county, and focus on a winter-specific response rather than year-round emergency shelter operations. Vendors may apply for one or more of New Hampshire's 10 counties, but must submit a separate application for each county. The Department anticipates awarding one contract per county, with total funding across all contracts not to exceed $1,920,000. Responses must include the required CLAS requirements, transmittal and vendor information, technical responses to mandatory questions, a program staff list, key-personnel resumes, and an applicable NICRA. Relevant experience serving people experiencing homelessness, county-wide collaboration, organizational capacity, staffing, and training will be evaluated.
