Description
The City of Temple is soliciting proposals from nonprofit organizations to operate an emergency warming shelter during cold-weather events in the 2026–2027 winter season. Eligible applicants must be nonprofits with a physical location within the city limits, a fully operational fire suppression system, and prior experience providing emergency sheltering or related community services. The selected organization will receive reimbursement of eligible shelter-activation expenses up to $30,000. Reimbursable costs may include staffing, volunteer coordination, training, shelter supplies, food and beverages, utilities, temporary equipment rentals, custodial supplies, minor activation-related repairs, first aid supplies, personal protective equipment, and security or emergency-protocol costs. Proposals must address organizational capacity, rapid mobilization, staffing, safety procedures, service to vulnerable populations, operating procedures, cost structure, insurance compliance, and two relevant references.
