The North Carolina Department of Public Safety, Division of Juvenile Justice and Delinquency Prevention, is seeking proposals for a gender-responsive, trauma-informed short-term residential program serving at least 20 female juveniles at a time. The program will serve primarily adjudicated females ages 13–17, or older juveniles under juvenile court jurisdiction, including youth with significant mental health, trauma, substance-use, behavioral, and criminogenic needs. The contractor must provide 24/7 residential supervision and crisis intervention; admissions and assessments; individualized service planning; mental health, health and wellness, suicide-prevention, substance-abuse, family-engagement, educational, vocational, recreational, meal, transportation, discharge, and aftercare services; and facility maintenance and operations. The contractor must provide qualified clinical and direct-care personnel, maintain required licensure and accreditation, submit organizational, technical, staffing, policy, and service-delivery plans, and support required reporting and electronic record systems. The initial contract term is three years, with up to two additional one-year renewal options.
