LEGAL NOTICE Painting & Coating FOR Durham County Utilities Division RFP No. 27-010R1 The County of Durham will receive sealed proposals for qualified Contractor(s) to establish a contract to provide painting and coating services for Durham County Utilities Division on October 20, 2026, at 2:00 P.M Eastern Time, in the Durham County Purchasing Division of Finance, 201 East Main Street, 7th Floor, Room 703, Durham, North Carolina 27701. No proposals will be accepted after the official time and date. An electronic copy of this Request for Proposal (RFP) can be obtained from Durham County's eBid System located under Bid Opportunities at https://dconc.gov/Finance/Purchasing/Bid-Opportunities. Proposers can download a copy of the solicitation and all addenda without registering in the system. However, to automatically receive email notifications of solicitations and addenda issued by the Purchasing Division, Proposers MUST register in the FREE eBid system. The County reserves the right to accept or reject, in whole or in part, such proposals as appear in its judgment to be in the best interest of the County. Description
Durham County is soliciting proposals from qualified contractors to provide labor, materials, equipment, supervision, surface preparation, pressure washing, rust and deteriorated-coating removal, and protective coating application for concrete surfaces and exposed ductile and steel piping at designated Utilities Division facilities. Work includes coating manholes, tanks, walkways, piping, and related wastewater and water infrastructure; protecting adjacent facilities; managing and disposing of debris and wastewater; complying with manufacturer recommendations, industry standards, safety requirements, and environmental regulations; and providing inspection reports and before-and-after photographs. The contract is for ongoing, project-specific painting and coating services, with contractors submitting quotes for designated scopes after projects are identified. AMPP certification is highly recommended but is not mandatory; a contractor without AMPP certification must hire an independent third-party AMPP Level 2 or Level 3 Coating Inspector to approve each project. The County may award to one or multiple contractors. Proposals are evaluated on technical approach, relevant experience and past performance, personnel qualifications, schedule and project management, and cost.
