Description
The City of Durham is establishing a pool of qualified law firms to provide legal services on an as-needed basis. Proposers may apply for any or all of the following practice areas: special conflict counsel, complex litigation and risk-management defense; real estate counsel, including title searches, title opinions, deeds, and closings; collections and foreclosure counsel; workers’ compensation defense; housing and neighborhood services mortgage and rehabilitation loan document drafting and closings; and bankruptcy counsel. The City expects selected firms to enter into three-year service agreements, with specific assignments documented through engagement letters. Proposals must identify the practice areas sought and address firm and attorney qualifications, personnel, organizational values, rates and charges, availability, conflicts, public-client experience, professional references, mentorship opportunities, and other relevant information. The proposal must include the required Non-Collusion Affidavit. Selected firms will also be required to maintain specified insurance coverage and, after selection, provide an IRS Form W-9 and register as a City vendor.
