Description
Cleveland Public Power is conducting an informational RFI to evaluate the feasibility, risks, benefits, and potential procurement pathways for a utility-scale battery energy storage system sized approximately 30–50 MW and 120–200 MWh. The system may support PJM frequency regulation, peak shaving, and other ancillary services. Respondents should provide high-level information on recommended market participation and operating models; frequency-regulation capabilities, response times, ramp rates, tracking accuracy, certifications, and performance standards; cost models, fee structures, cost drivers, and lifecycle considerations; potential market returns and customer cost offsets; operational, maintenance, cycling, degradation, and participation risks; and relevant recommendations or best practices. Responses must include vendor background and qualifications, a structured narrative addressing the RFI questions, and cost-related information suitable for early-stage planning. Detailed pricing, technical specifications, design documentation, and project-specific engineering are not required. Additional supporting materials are optional. This RFI is for information and planning only and does not constitute a solicitation for proposals or a commitment to contract.
