Description
The City of Cleveland’s TV20 is seeking a comprehensive royalty-free media asset subscription to support local-government television cable broadcasts and online digital media, including social media and YouTube. Required assets include royalty-free music and sound effects; stock video and photography; graphic assets and MOGRT files; Premiere Pro and After Effects templates and presets; and AI-powered text-to-speech and voiceover generation supporting WCAG 2.1 AA message-board content. The subscription must support at least nine active users with full access. Licensing must permit perpetual use of completed projects created during the subscription period, with no additional usage or performance fees and no required attribution. Bidders must provide a detailed subscription description, monthly and annual pricing, confirmation of licensing terms, support and account-management options, and other relevant features. Monthly or annual subscription options will be considered, with award based on the lowest and best bid under Chapter 181 of the Cleveland Codified Ordinances.
