The U.S. Navy plans to consolidate Fleet Maintenance Availabilities and Incremental Selected Restricted Availabilities for DDG-51 class ships into Single Award Indefinite Delivery/Indefinite Quantity Multi-Ship Sustainment Partnership contracts. The planned structure includes Facilitized Lots covering Fleet Maintenance Availabilities and scheduled ISRAs, and Non-Facilitized Lots covering Fleet Maintenance Availabilities. Work includes continuous coordination, planning and preparation; inspections and assessments; engineering and design support; review of specifications and government-furnished information; material procurement and logistics support; and maintenance, modernization, and repair. Facilitized-lot contractors must hold a Tier I Master Ship Repair Agreement and have ownership of, or dedicated access to, a waterfront shipyard with the piers, shops, and associated facilities needed for DDG-51 ISRA work. Non-Facilitized-lot contractors must hold a Tier I or Tier II Master Ship Repair Agreement and have access to a waterfront shipyard with the necessary shops and facilities. The planned contracts are expected to have three one-year ordering periods, with up to three Facilitized Lot and up to three Non-Facilitized Lot contracts in the homeport. The Non-Facilitized Lot will be set aside for small businesses, while other-than-small offerors will be required to submit preliminary small-business subcontracting plans.
