Description
The City of Norfolk Department of Public Works is soliciting sealed bids for the FY27 Resurfacing Program, a multi-phase unit-price construction project involving removal of existing pavement, roadway preparation, hot-mix asphalt overlays, asphalt patching, milling, scarification and rebase, crack and void repair, shoulder and driveway restoration, and cleanup at designated locations throughout the city. The work also includes adjustment or installation of manhole and valve-box fixtures, storm-drainage-related work, erosion and sediment control, tree trimming, landscaping and seeding, and concrete curb, gutter, sidewalk, driveway, and pavement repairs as directed. The contractor must provide all labor, equipment, and materials; maintain traffic and access to adjacent properties; install and restore pavement markings; provide traffic-control devices and, where required, uniformed off-duty City of Norfolk police officers; install traffic loops; and comply with applicable Virginia Department of Transportation standards and Davis-Bacon requirements when federally funded. The contract requires a 5% bid guarantee, 100% performance and payment bonds, applicable contractor registration, specified insurance coverage, and completion of substantial work within 300 calendar days from the Notice to Proceed, with final completion within 330 calendar days from the Notice to Proceed.
