Description
The U.S. Army is soliciting a firm-fixed-price contractor to remove existing carpet tiles and adhesive and install new 24-by-24-inch commercial carpet tiles in Building 700, the Band Hall, at Fort Eustis. The estimated area is approximately 9,100 square feet, with final quantities to be verified by the contractor. The work includes subfloor scraping, cleaning, patching, preparation, carpet installation in the Government-directed layout, replacement of transition strips where used, safe jack-lifting of systems furniture and cubicles, protection of walls and existing rubber cove base, daily cleanup, and legal disposal or recycling of project waste. The contractor must provide personnel, equipment, tools, materials, supervision, a roll-off dumpster, quality-control procedures, safety documentation, and environmental plans. Carpet must meet specified commercial requirements, including 24-by-24-inch tiles, Class I fire rating, heavy-traffic durability, solution-dyed nylon, soil and stain resistance, cushion backing, and low-VOC CRI Green Label Plus-certified adhesive. Proposals will be evaluated using Lowest Price Technically Acceptable procedures based on technical capability and price, with award intended for a single responsible offeror. The period of performance is 30 days after contract award, stated in the solicitation as September 22, 2026, through October 21, 2026.
