Description
The City of Hampton is seeking proposals from a qualified offeror, preferably a community-based nonprofit organization with 501(c)(3) or 501(c)(4) status, to co-administer the Resilient and Innovative Neighbor (RAIN) Grant Program. The program will provide cost-share reimbursements to residential property owners for eligible green infrastructure practices, including native trees, rain barrels or rainwater harvesting, rain gardens or bioswales, and native conservation landscaping. The program budget may not exceed $250,000 per year, with up to 25% available for administrative costs. The selected contractor will support outreach and engagement; provide technical assistance, property-owner communications, and site visits; review applications and recommend approvals or denials; develop and maintain a list of qualified contractors; verify and document completed installations before reimbursement; track program data and benefits; and provide monthly, quarterly, and annual reporting. The initial contract term is two years, with up to three optional one-year extensions. Proposals must address the pilot year and the first year of full implementation, and must include the requested scope, experience and references, organizational capability, project schedule, fee structure, exceptions or alternatives, and minority- and woman-owned business participation information.
