Description
The City of Hampton is soliciting proposals from qualified offerors to operate watercraft rental businesses at mutually agreed locations, potentially including Coliseum Lake, Bluebird Gap Farm, Gosnold's Hope Park, Mill Point Park, Sandy Bottom Nature Park, Air Power Park, and Phoebus Waterfront Park. The scope includes rentals of self-propelled watercraft such as pedal boats, paddleboards, and canoes, as well as potentially approved e-foils, jet skis, and similar watercraft. Offerors may also provide watersport lessons and sell food, nonalcoholic beverages, sunscreen, and related sundries. The contractor must provide professional operations, personnel, proposed operating schedules, equipment and safety procedures, accessibility for customers with disabilities, equipment maintenance, customer waivers, emergency response procedures, staff training, weather protocols, and a comprehensive safety plan subject to City approval. Offerors must have at least one year of watercraft-rental experience and provide references, including at least five comparable completed projects. Proposals must address the scope of work, past experience, organizational capability, schedule, pricing, exceptions or alternatives, and minority- and woman-owned business participation. Addendum 2 additionally requires a detailed rental plan covering watercraft types, rental durations, limitations or restrictions, start-up activities, and services or support requested from the City. The cost proposal must include the proposed percentage of gross sales payable to the City, patron rental fees by watercraft type, and the approach and fee structure for Community Days. The City anticipates three two-day Community Days annually, during which patrons will not be charged; the selected offeror will be reimbursed for those days. The initial contract term is one year, with up to four optional one-year renewals. The City anticipates a minimum fee of 3% of gross sales, subject to negotiation based on performance.
