Description
The City of Pensacola is seeking dedicated construction inspection services for the Greenhut Court and Peachtree Park natural gas pipeline replacement projects. The work supports replacement of approximately 14.7 miles of aging bare-steel natural gas mains with polyethylene pipe, along with approximately 919 customer service lines and meters. Inspection responsibilities include daily job-site presence, verification of materials and installed quantities, observation of welding, polyethylene fusion, pressure testing, purging, tie-ins, commissioning, trenchless construction, restoration, traffic control, and erosion control; documentation of nonconforming work and corrective actions; maintenance of deficiency logs and project records; and preparation of daily inspection and closeout documentation. Personnel must be operator qualified for covered tasks under 49 C.F.R. Part 192, Subpart N, and 49 C.F.R. Part 195, Subpart G, and inspectors should have at least five years of natural gas experience. The proposal will be evaluated on firm experience and past performance, personnel qualifications and staffing, workload capacity and readiness, and cost. Respondents must submit a response letter, at least three similar-project examples with references, personnel qualifications and resumes, availability and mobilization information, and a cost proposal with hourly rates and related costs. The selected firm will begin upon written notice to proceed, anticipated in October 2026, and provide services throughout the construction phases.
