Description
Baldwin County Board of Education seeks a turnkey, all-fiber Category One WAN and dedicated Internet access solution serving 54 schools, offices, and other district locations. The WAN must provide non-shared, full-duplex connectivity, support scalable site speeds up to 10 GB, connect core and central-office sites with at least 100 GB fiber links, and include built-in resiliency against link, conduit, central-office, core-site, and fiber-cut failures. The solution must support VoIP, distance learning, video conferencing, and other centralized applications, with no more than seven schools lost from a single fiber cut. The vendor must provide installation, configuration, equipment, monitoring, management, maintenance, help-desk support, project management, training, network diagrams and maps, detailed technical design and IP information, an installation schedule, permits, resiliency analysis, outage response procedures, and a transition plan. Services include 24-hour/365-day monitoring, granular visibility into network and Internet performance, 99.9% network availability, and a 99% throughput guarantee during specified business hours. Separate WAN and Internet Access pricing is required, including a dedicated Internet pipe with at least 100 GB capacity, at least 40 GB for current use, and a contiguous block of 128 public IP addresses. The proposal must also address E-Rate eligibility, SPIN information, eligible and ineligible costs, references, qualifications, certifications, audited financial statements, and required compliance certifications.
