Description
Escambia County seeks a qualified firm to furnish and install Bio-Health Pod Systems at three existing wet stormwater management facilities and provide associated technical and professional services. The scope includes site-selection support, site-specific system design, permitting assistance, installation, operation and maintenance support, technical consultation, monitoring support, data interpretation, public education, and final-report assistance. The Bio-Health Pod Systems are submerged bioreactors intended to support beneficial microbial communities, reduce excess nutrients and organic-rich muck, limit conditions that promote algal growth, and improve water quality. Escambia County will conduct the required field and laboratory monitoring, including 12 months of performance and effectiveness monitoring, while the contractor will support interpretation and evaluation. The contractor must also develop educational signage and website content, conduct two public presentations, and provide technical information for the final report. Proposals must address the firm's capabilities, proposed team and approach, resources and schedule, and ability to perform within the available grant-funded budget.
