Description
The City of Garfield is soliciting proposals from qualified professional engineering firms to provide full-time construction engineering and inspection services for the Garfield School Safety Project (Phase 2), a federally funded Local Public Agency project administered through the New Jersey Department of Transportation. Services extend from construction through project close-out and include resident engineering, field inspection, surveying, construction-conformance monitoring, materials and testing oversight, progress schedules and payment estimates, change orders, daily and periodic reports, as-built documentation, public and utility coordination, maintenance-of-traffic monitoring, and compliance monitoring for federal, state, DBE, affirmative-action, prevailing-wage, environmental, and accessibility requirements. The proposed team must include a full-time NICET Level III Resident Engineer with at least 10 years of qualifying experience, a full-time NICET Level III Field Inspector, and a CST Level II Surveyor/Inspector, each with specified federally funded highway or construction experience. The firm must be an approved New Jersey Department of Transportation consultant for consulting engineering inspection services and must be independent of the project's design firm. The proposal must include technical and cost proposals, an approach and work plan, firm and personnel qualifications, references, investigations or litigation disclosures, required certificates, fee information, and the specified executed forms and supporting documentation. Full subcontracting of the work is prohibited.
