Description
The City of Greeley is seeking a qualified individual or firm to represent its interests before the Colorado Legislature, executive branch agencies, and other governmental bodies. Services include monitoring and advocating on legislation, regulations, executive orders, budgets, appropriations, grants, and other policy matters; preparing testimony, position letters, talking points, public comments, and impact assessments; and providing strategic counsel on political developments, messaging, timing, and coalition opportunities. The contractor must provide bill tracking, legislative and regulatory alerts, recurring written and verbal reports, legislative-session briefings, post-session analysis, stakeholder and coalition engagement, and support for meetings with legislators and agency officials. Proposers must identify qualified registered lobbyists, disclose current and recent clients and potential conflicts, provide at least three client references, describe their approach and team availability, and submit pricing for an initial one-year term plus two potential one-year renewals. The selected contractor must comply with Colorado lobbying registration, disclosure, ethics, gift, and campaign-finance requirements.
