Description
Larimer County is seeking a municipal advisor to coordinate and participate in debt issuance activities, including financing schedules, cash-flow projections, financing alternatives, debt timing and structure recommendations, bond sizing and savings calculations, sales-option advice, financing-team coordination, document review, negotiated-pricing analysis, bond execution, delivery, and post-issuance analysis. The advisor will also prepare financial management plans, support meetings with rating agencies and credit-enhancement providers, advise on disclosure and IRS/SEC compliance, address Colorado municipal-debt requirements and Taxpayer Bill of Rights implications, and provide debt-policy, debt-planning, market-condition, economic-development, and other as-needed advisory services. Proposals must document specified Colorado municipal-advisory qualifications, including relevant experience with at least two similarly sized Colorado counties or cities within the past three years, competitive and negotiated bond sales and private placements, and registration as a Municipal Advisor with the SEC and MSRB. The proposal must include firm and assigned-individual qualifications, relevant client references, project approach, transaction-based pricing and renewal rates, ESG and workplace information, and evidence of insurance. The original proposal is limited to 45 pages and must be submitted as one PDF; an optional redacted proposal may also be submitted as one PDF. The agreement is for one year with up to five additional one-year extensions.
