Description
The City of Fort Collins is soliciting proposals for on-call cleaning and disposal services for any of four mesophilic anaerobic digesters at the Drake Water Reclamation Facility. The scope includes removing biosolids, grit, trash, and rags; using wash water; dewatering contents; pumping material into watertight tanker trucks; hauling and disposing of material at an appropriate landfill or other approved location; and providing spill control, remediation, permits, certifications, disposal-location information, volume reporting, and a completion report. The provider must be able to support routine annual cleaning as well as emergency, repair, and warranty-related work. The City anticipates awarding multiple Master Professional Services Agreements and using an eligibility pool for future work orders. Proposals must include detailed means and methods, equipment and truck capacities, staffing and confined-space safety procedures, subcontractor information, qualifications, at least three similar public-agency projects completed within the last five years, current sewage-sludge use/disposal permits from the EPA and Colorado Department of Public Health and Environment, a completed Contractor Safety Form, sustainability/Triple Bottom Line methodology, an itemized cost proposal, contract exceptions, and the required acknowledgment form. The proposal is limited to 30 pages, excluding specified materials, and must use at least 10-point Arial font with margins of at least 0.5 inches.
