Description
Larimer County is soliciting proposals from one or more firms to assume operational responsibility for landfill gas collection and control, develop a landfill gas-to-energy or other beneficial-use project, and expand the existing landfill gas collection and control system as needed. The selected firm may be responsible for financing, design, permitting, construction, ownership, monitoring, reporting, operation, and management of equipment for direct thermal use, electricity generation, renewable natural gas processing, or other conversion of landfill gas into a revenue-generating product. Proposals must demonstrate relevant landfill gas-to-energy experience, including at least three projects developed and constructed within the last ten years and at least three similarly financed projects. The proposal must address the project team, qualifications, references, financial resources, litigation history, project approach, technology feasibility, permitting, environmental impacts, collection-system expansion and operations, project schedule, revenue sharing, and financial proposal forms. The collection and control system expansion and operation must be completed by March 1, 2028. The solicitation requires an original and a redacted proposal, each submitted as a separate single PDF, with the required financial proposal forms and evidence of insurance included as specified.
