Description
Larimer County is seeking an oil and gas operator to plug 50 orphaned wells and complete associated abandonment and site-closure work at numerous locations in central Larimer County, including portions of northern Fort Collins. The scope includes ECMC permitting and required forms, well plugging and capping, bradenhead testing, flowline abandonment or removal, production-equipment and debris removal, salvage, excavation and backfill, soil sampling and analysis, liquid and solid waste handling and disposal, site remediation, mobilization, demobilization, daily reporting, and safety planning. Proposers must be able and willing to register as an operator with the Colorado Energy and Carbon Management Commission and document relevant experience, including three similar project references from 2024 or 2025. The proposal must include technical and company information, staffing and equipment resources, subcontractor information, key personnel resumes, compliance and safety records, quality-control information, pricing using Attachment B, and evidence of insurance. The original proposal is limited to 50 pages and must be submitted as a single PDF; a redacted proposal may also be submitted as a separate single PDF.
