Description

The Stanislaus Council of Governments is seeking one qualified firm to establish and provide public information officer capacity and strategic communications counsel on an as-needed basis. The initial assignment is a strategic communications plan covering agency messaging, communication procedures, media and public inquiries, response practices, and public records request communications. Subsequent work orders may implement the plan and provide executive and Policy Board counsel, media relations, issues management and rapid response, proactive storytelling, community and stakeholder engagement, Spanish-language communications, content and graphic production, public records disclosure support, measurement, reporting, and staff training or transition support. The solicitation requests a concise Statement of Qualifications limited to 25 one-sided pages, excluding specified items such as the cover page, table of contents, resumes, work samples, required attachments, and Cost Proposal. Required content includes a proposal letter, understanding and recommended posture, qualifications of named personnel, firm qualifications and approach, team and capacity, work samples, conflicts and disclosures, a cost proposal, required attachments, and signed certifications. The cost proposal must provide rates by staff classification and year, any proposed retainer, surge and after-hours rates, rates for design, video, printing, translation, and event support, and any pass-through markup. The agreement has an initial two-year term, up to three additional option years, and compensation not exceeding $500,000 for the initial two-year term; work will be authorized through individual work orders.
