Description
The City of Ann Arbor is seeking one or more firms to provide state lobbying services, federal lobbying services, or both. The selected consultant(s) will monitor legislative, regulatory, executive, and enforcement developments; advise City leadership; develop annual policy, regulatory, funding, and capital-project plans; represent and advocate for the City; coordinate outreach and meetings with government officials and aligned organizations; support lobbying days and testimony; prepare written communications; and identify funding opportunities such as earmarks, grants, and legislative appropriations. The scope also includes regular communication with the City Administrator and City Council, monthly activity updates, quarterly meetings with the City Council’s Policy Agenda Committee, annual meetings with senior City staff, logistics for official engagements, required lobbying registrations, office space in Lansing or Washington, D.C. when available, and coordination of governmental-services events. Proposers must describe their qualifications, similar municipal experience, proposed work plan, staffing, conflicts of interest, and fees. State and federal services must be priced separately and, if both are proposed, together. The proposal is limited to 30 sheets (60 sides), excluding required attachments and resumes; the fee proposal must be separately sealed.
