Description
The City of Lemoore is soliciting proposals from qualified firms to provide certified Chief Plant Operator, water treatment, and water distribution services for its municipal water system. The selected firm must provide an individual certified at minimum as Distribution 3 (D3) and Treatment 4 (T4), serve as the City's Operator of Record, and provide operational oversight, staffing, regulatory compliance, water quality monitoring and sampling, reporting, preventive and corrective maintenance, meter and hydrant services, cross-connection and backflow program administration, inventory management, and technical support. The scope also includes operation of wells, storage, treatment, booster, SCADA, and distribution infrastructure; 24-hour emergency response with specified response times; annual facility assessments; monthly operational, maintenance, regulatory, and inventory reports; cybersecurity, background-check, training, and electronic-recordkeeping obligations; and support for regulatory inspections, emergencies, and capital planning. The anticipated professional services agreement is for three years, with up to two additional one-year renewal periods. Proposals must include organizational, staffing, qualifications, references, litigation, cost, and technology/information-management materials, and must be submitted in both printed and electronic formats.
