The DuPage Water Commission and the North Suburban Municipal Joint Action Water Agency are soliciting statements of qualifications from firms or teams to provide comprehensive program management services for a major regional water infrastructure initiative. The scope covers planning, program controls and risk management, decision support and digital platforms, stakeholder stewardship, ancillary engineering, coordination of element design and construction, and environmental, permitting, real estate, technology, and other enabling services. The program will establish a source-to-tap water system connected to Lake Michigan, including a raw-water intake and tunnel, water purification facility, and purified-water transmission tunnel. The selected team will operate as an extension of the owners' organizations and support multiple concurrent collaborative delivery contracts, working with agencies, regulators, funding organizations, designers, contractors, operators, and stakeholders. Minimum qualifications include experience with large, complex water infrastructure programs involving capital costs of at least $1 billion, multi-agency governance, alternative delivery methods, major water facilities, infrastructure financing, complex regulatory and environmental requirements, and significant public involvement. The infrastructure program is anticipated to take approximately 15 years to design and construct.
