The Federal Bureau of Prisons is seeking a contractor to operate a Residential Reentry Center (RRC) providing in-house beds, comprehensive reentry programming, case management, employment assistance, resident supervision, meals, transportation support, medical coordination, security, reporting, and related residential services for male and female federal offenders. The requirement includes a guaranteed minimum of six in-house beds—four for males and two for females—with an estimated maximum facility population of 15 beds. The contractor must also provide home confinement placements, including electronic monitoring, home and employment visits, weekly returns to the RRC, drug and alcohol testing, accountability checks, and related case-management services. The home confinement service has a guaranteed minimum of two placements and an estimated maximum of five placements, with placements within 200 miles of the RRC. The contract is firm-fixed-price/indefinite-delivery, indefinite-quantity, with a one-year base period and four one-year option periods. The contractor must perform at least 70 percent of the contract requirements using its own employees; subcontracting is limited to 30 percent.
