Description
The University of Oregon seeks a contractor to create literacy screeners for one Alaska Native language, excluding Inupiaq, Yugtun, Tlingit, Dena'ina, and Gwich'in. Required deliverables include component-skill forms measuring letter-sound correspondence, phonological awareness, and decoding; nine grade-level passages per grade for Grades 1–5; reading-comprehension measures for Grades 3–5; and a teacher-friendly administration and scoring guide for the K–3 measures. Passages must be written by fluent target-language authors with relevant storytelling or writing experience. The contractor must convene and coordinate a project team and a language panel of at least five representatives of the local Alaska Native language community, including an elder fluent in the target language, a member with formal linguistics knowledge, and a member with teaching experience. The panel will review measures and passages for linguistic accuracy, grade-level suitability, content appropriateness, and dialectical variation. The contractor must attend an annual spring meeting and Alaska Native Language Summit and meet with the University team at least twice monthly via Zoom. The required work is expected to be completed within two to three years of contract execution. Preferred work includes listening-comprehension and morphological-awareness assessments.
