Description
Cook County Juvenile Probation Department seeks qualified community-based organizations to provide reporting center services for court-involved youth ages 10 through their 21st birthdays. The selected provider must furnish a safe, accessible physical facility; qualified and supervised staff; transportation; administrative systems; and both in-person and virtual programming. Services are intended to reduce youth detention and probation violations while supporting positive behavior change, pro-social development, education, employment readiness, life skills, behavioral health, violence prevention, restorative justice, and other identified needs. The scope includes weekday daytime and evening services, weekend services, youth transportation with GPS and video-equipped vehicles, meals and snacks, referral intake, attendance and progress reporting, data entry, and coordination with the Juvenile Probation Department and courts. Staff qualifications include bachelor's-level personnel, crisis intervention and cognitive behavioral therapy certifications, licensed clinicians where applicable, valid Illinois driver's licenses, food-service credentials, bilingual capacity, and background screening. Up to three contracts may be awarded, with each contract covering a physical service location and surrounding geographic area. Subcontracting is prohibited for youth transportation. The contract is for a three-year base term with two one-year renewal options.
