Description
The City of Gastonia is soliciting proposals from faith-based, for-profit, or nonprofit organizations to provide a temporary overflow emergency shelter or warming center within Gastonia city limits during the 2026–2027 fall and winter seasons. The selected provider must furnish a safe, accessible facility and operate it as a low-barrier service for people experiencing homelessness or housing instability. Depending on the proposed facility type, the site must satisfy applicable North Carolina building and fire-code requirements, including requirements for overnight sleeping in a temporary shelter. Operations are expected on approximately 40 to 45 nights when temperatures are forecast to reach 32 degrees Fahrenheit or below, generally from November 23, 2026, through March 31, 2027, with operating hours of 8:00 p.m. to 8:00 a.m. Responsibilities include staffing, volunteer coordination, intake and data tracking, meals or snacks, hygiene access, housekeeping and supplies, referrals to community resources, housing-navigation space, neighborhood communications, service-animal accommodations, and weekly reporting. The estimated total resources from collaborative partners are $100,000, including up to $50,000 in City-funded resources. Proposals are limited to 10 narrative pages and must address organizational experience, staffing, communications, fiscal management, facility characteristics, accessibility, safety, and a proposed line-item budget.
