Description
Hillsborough County is seeking qualified 501(c)(3) organizations, businesses, faith-based organizations, shelters, and community service providers to provide temporary congregate and/or non-congregate shelter during the FY 2027 cold weather season. Services may be activated when temperatures reach the specified threshold and may be required within 24 hours of County notification, including on holidays. Congregate shelters must provide overnight accommodations, staffing, security, meals, registration, storage, supervision, cleanup, and egress support. Non-congregate providers may furnish motel vouchers and related administrative support. Facilities must be located in Hillsborough County and meet specified capacity, safety, inspection, licensing, and operational requirements. The season runs from November 1, 2026, through March 31, 2027, with the resulting contract period stated as ending May 31, 2027. The County may make multiple awards, with aggregate awards not to exceed the estimated project budget of $250,000. Responses must be submitted through Euna Procurement. The required submission includes the Proposer Requirements/Acknowledgements Questionnaire, a completed Cold Weather Shelter Partnership Application for each shelter, a security plan for each congregate shelter, applicable facility inspection reports, applicable Hillsborough County motel operating licenses for non-congregate shelters, and a required foreign-country-of-concern affidavit when applicable. The Deviation(s) Questionnaire, Drug-Free Workplace Form, proof of insurance, and Substitute W-9 are identified as optional or conditional in the solicitation materials.
