REQUEST FOR PROPOSALS - Linwood Park Dredging and Pond Restoration Project The City of Gastonia will receive proposals until 2:00 PM, FRIDAY, OCTOBER 16, 2026 at 107 S. Broad St, Gastonia, NC 28052 for the LINWOOD PARK DREDGING AND POND RESTORATION. The City of Gastonia is soliciting proposals from qualified and experienced firms to provide turnkey services for the assessment, design, permitting, dredging, restoration, and completion of 9 existing pond areas at Linwood Park. The selected firm will be responsible for providing all labor, supervision, equipment, materials, professional services, permitting assistance, construction, restoration, and project management necessary to successfully complete the project. The project is funded, in whole or in part, through an OSBM Helene Recovery Grant awarded to the City of Gastonia. Firms shall demonstrate substantial experience with pond dredging and restoration, sediment management, environmental permitting, erosion control, stormwater management, and similar projects. The City intends to select a selected proposer capable of taking responsibility for the project from initial assessment through final completion and grant closeout. Description

The City of Gastonia is soliciting proposals for turnkey services to assess, design, obtain environmental permits for, dredge, restore, and complete nine existing pond areas at Linwood Park. The scope includes surveying and engineering; sediment and debris removal; dewatering, hauling, disposal, stockpiling, or beneficial reuse of approximately 52,500 cubic yards of dredged material; shoreline, embankment, inlet, outlet, spillway, drainage, erosion, and stormwater improvements; site stabilization; environmental protection; construction management; and project closeout. The selected firm will provide all labor, supervision, equipment, materials, professional services, subcontractor coordination, permitting support, grant documentation, and project management necessary to deliver the work from initial assessment through completion. Proposers must demonstrate at least five years of relevant experience, similar pond dredging and restoration experience, environmental permitting capability, qualified engineering and surveying resources, and experience with state-, federal-, or grant-funded projects. Proposals must include a detailed technical approach, work plan, schedule, equipment and resources, grant and permitting experience, references, licensing and certification information, and cost information. The project is funded in whole or in part through the North Carolina Office of State Budget and Management Helene Local Government Capital Grant Program and is expected to be substantially completed by February 15, 2027, unless an authorized extension is granted.
