Description
The New York City Department of Homeless Services is soliciting proposals from eligible nonprofit organizations to develop and operate citywide Safe Havens for street-homeless single adults and adult couples without minor children. The program uses a low-threshold, Housing First model and requires a safe place to sleep, 24/7 admissions, meals, laundry and linen services, security, facility maintenance, supportive services, health and behavioral-health linkages, harm-reduction services, and assistance moving clients into permanent or long-term transitional housing. Proposed sites must comply with applicable regulations, be accessible, have appropriate room configurations, and provide required building, safety, and operational capabilities. Proposers must demonstrate at least three years of relevant experience and submit an IRS 501(c)(3) determination letter. The solicitation permits subcontracting subject to DHS approval and requires identification of proposed subcontractors. The RFP is open-ended, with proposals accepted and reviewed on an ongoing basis until the agency's program needs are met; there is no prescribed submission due date. Proposals must be submitted electronically through PASSPort, and vendors must maintain an account and approved HHS Accelerator PQL qualification status. Required proposal materials include key staff resumes or job descriptions, an organizational chart, a budget proposal, a property management plan, the IRS determination letter, three non-governmental reference letters, and an annual report, financial audit, certified financial statement, or explanation of its unavailability. Site-control documentation is required for each proposed site. The anticipated contract structure is five years with a four-year renewal option, subject to DHS adjustment, funding, and negotiation.
