Description
Cleveland County is seeking qualifications from experienced design-build firms to provide engineering, consulting, design, regulatory support, and construction services for nine streambank stabilization and restoration sites. The work includes surveys and site analyses; preparation of construction drawings and specifications; permitting; NRCS review and concurrence; quality assurance and operations and maintenance plans; construction of streambank stabilization and critical-area planting measures; and certified as-built drawings. Designs must comply with applicable USDA Natural Resources Conservation Service standards, including Conservation Practice Standards 580 and 342, and engineering documents must be sealed by a North Carolina-registered professional engineer. The selected firm must provide all labor, materials, equipment, and professional services; support emergency construction needs; submit progress reports, permits, design packages, and project closeout materials; and complete the overall project within 12 months. Qualifications packages must include firm and project-manager information, three professional references, one to three similar projects with cost and schedule performance data, team composition, current workload, project understanding, approach, proposed schedule, and responses addressing the listed project considerations. The RFQ contact form must be completed, signed, and returned with the submission.
