Description
The City of Bessemer City is adopting revisions to its Land Development Code and Code of Ordinances to establish a fully compliant NPDES MS4 Stormwater Program. The amendments cover erosion and sedimentation control (delegated to Gaston County), stormwater management, post-construction stormwater control measure (SCM) standards, creation of a stormwater utility with service charges based on impervious surface area, illicit discharge detection and elimination, and enforcement provisions for post-construction SCM maintenance. The ordinance also establishes a Stormwater Administrator, an appeals board, and requirements for operation and maintenance agreements, annual inspections, and performance securities.
