Description
The Housing Authority of the County of Contra Costa is soliciting proposals from qualified, licensed, and insured contractors to provide as-needed vacant-unit turnover preparation services at multiple public housing properties. The scope includes labor, materials, and equipment for electrical, plumbing, doors, windows, flooring, painting, cabinetry, bathrooms, water heaters, smoke alarms, exterior structures, fencing, debris removal, yard maintenance, and related repairs and cleaning. Proposers must submit pricing for each listed line item through the e-procurement system and provide a separate digital proposal without pricing. The proposal must follow the required tabbed format and include the Profile of Firm Form, HUD-5369-C certifications, equal employment opportunity policy, optional subcontractor/joint-venture information, optional Section 3 documentation, and the non-collusion affidavit. The anticipated contract is one base year with two additional two-year option periods, for a maximum of five years; work will be ordered on an as-needed basis, with no guaranteed quantity. Evaluation is based on proposed costs, demonstrated experience and past performance, and proposal quality.
