Description
Alameda County Behavioral Health Department seeks to establish a pool of contractors providing residential substance use disorder treatment for youth ages 12–17, including youth with co-occurring mental health conditions and involvement in child welfare, probation, or education systems. Services may include ASAM Level 3.1 low-intensity residential treatment, Level 3.2 withdrawal management, and Level 3.5 high-intensity residential treatment, along with case management, physician consultation, outreach, screening, engagement, counseling, family services, treatment planning, discharge planning, and coordination with schools, probation, child welfare, medical providers, and behavioral health partners. Contractors must own or lease an existing facility and demonstrate the ability to maintain or obtain the required DHCS level-of-care designation or residential ASAM certification and California Department of Social Services Community Care Licensing residential community treatment facility license. Bidders must also demonstrate at least one year of experience serving the priority population. Responses are limited to three pages for the bidder qualification narrative, with required forms and supporting facility documentation submitted in the bid response packet. Reimbursement will be based on a per-bed-day rate for referred clients, with no guaranteed minimum or maximum award amount.
