Description
The Department of the Air Force's 5th Contracting Squadron is soliciting firm-fixed-price quotations for preventive maintenance, corrective maintenance, inspections, removal, and installation services for 94 gas-fired boilers and water heaters located in 71 facilities at Minot Air Force Base. The contractor must provide management, personnel, vehicles, equipment, tools, materials, supplies, licensing, and supervision; perform monthly, quarterly, and annual maintenance; maintain records and logbooks; and meet specified emergency, urgent, and routine repair timelines. The contractor must also remove existing boilers and install up to 12 new boilers per year, at no more than two every 30 days. The government will furnish the new boiler units, while the contractor must furnish ancillary installation materials, including piping, fittings, insulation, venting, electrical connections, valves, gas lines, and related labor. The contractor must provide licensed electricians for electrical work and comply with applicable codes, environmental requirements, and North Dakota licensing requirements. The updated solicitation requires use of the corrected price schedule, which includes monthly and quarterly maintenance, boiler additions, removal, installation, and corrective maintenance pricing. Quotations must address the Performance Work Statement, provide personnel qualifications and certifications, a schedule and management plan, and may include up to three past-performance documents. The acquisition is a 100% small-business set-aside, and the government expects to evaluate technical capability on a pass/fail basis, with price and past performance considered for best value.
