Description

The U.S. Air Force is soliciting proposals from small-business concerns to establish a multiple-award, firm-fixed-price IDIQ construction vehicle supporting a continuous and recurring need for maintenance, repair, replacement, alteration, demolition, paving, concrete, site and earthwork, abatement, mechanical, electrical, plumbing, communications, heating and air conditioning, painting, roofing, masonry, structural, fire protection, security, and other general and specialty construction. Both design-bid-build and design-build projects may be issued through future task orders, including work in non-restricted areas, controlled or restricted areas, the Weapon Storage Area, Missile Storage Area, flightline, and the surrounding missile field. No seed project is included. The vehicle has a five-year base ordering period and one five-year option period, with a total ceiling of $500,000,000 and a $500 minimum guarantee for each awardee. The Government intends to make approximately 10 initial awards, subject to adjustment. Proposals must include a technical proposal and past-performance volume. The technical proposal is limited to 20 pages and must address project-management capabilities, key personnel, safety, quality control, as-built documentation, equipment and facility training, punch-list management, handover, and warranty closeout. Past-performance projects must generally be at least $1,000,000, recent within the past five years, and relevant to general construction. A completed Financial Responsibility Authorization Letter is required, and a signed Subcontractor Consent Letter is required for each proposed major subcontractor or teaming partner. Performance and payment bonds are required within 10 calendar days after award.
