Description

The U.S. Army Corps of Engineers is soliciting industry feedback on draft requirements, a draft project-suite solicitation, and a draft request for white papers for the Initial Minot Sentinel Beddown at Minot Air Force Base. The planned acquisition would use a qualifications-based, two-step Design-Bid-Build process under an Other Transaction Agreement. Phase 1 would provide pre-construction services, including constructability reviews, design adjustments, integrated schedule development, and open-book pricing; Phase 2 may authorize construction after negotiation of a final construction price and schedule. The project suite includes a Consolidated Vehicle Maintenance Complex with approximately 88,000- and 28,000-square-foot buildings, utilities, paving, fencing, landscaping, demolition, and phased construction; a roughly 130,000-square-foot Security Forces Operations Complex with warehouse, armory, briefing, classroom, simulator, administrative, utility, and site-work components; and an Athletic Complex with two softball fields, a multi-sports field, dugouts, sidewalks, concrete pads, fencing, lighting, scoreboard, utility connections, grading, and seeding. Draft materials identify a total construction cost limitation of $203 million, require demonstrated bonding capacity of at least $120 million per project and $300 million aggregate for the white-paper stage, and state that feedback on the draft materials is due through ProjNet by 12:00 Central Time on September 23, 2026. The future official RFQ is expected to request a 10-page white paper through PIEE, but the current posting requests comments on the draft documents rather than a competitive proposal.
