Description
The U.S. Department of Agriculture Agricultural Research Service is soliciting a firm-fixed-price quotation for two carbon and water flux tower systems, or equivalent products. Each system must provide rapid carbon dioxide and water vapor measurements; latent and sensible heat; momentum; photosynthetic flux density; air temperature; relative humidity; and barometric pressure. Flux processing must occur on the sensor, with an integrated gas analyzer and ultrasonic anemometer measuring vertical and two horizontal wind components. The systems must support retrieval of raw 10 Hz and processed data through serial, SDI-12, and micro-USB interfaces; include at least one year of processed-data subscription service; provide an accessory node link supporting up to 50 environmental sensors in a wireless mesh network; include specified temperature/humidity, rainfall, solar-radiation, and soil-moisture/temperature sensors; and include a 4-to-5-meter mounting tower, solar panel, and battery capable of continuous operation. Quotations require a completed SF1449 with pricing and signatures, completed Buy American and Place of Manufacture declarations, a technical capability narrative of no more than five standard letter-size pages, and signed acknowledgment of Amendment 0001.
