Description
The City of Orange Cove is requesting statements of qualifications from certified testing laboratories to establish a rotational, on-call list of up to three consultants for materials testing and inspection services supporting capital improvement projects. Services may include site visits, soil sampling and analysis, R-value and compaction testing, aggregate and hot-mix asphalt testing, concrete compression and slump testing, core and exploratory bore sampling, iron and steel testing, inspections, laboratory reports, and related technical assistance. Work will be assigned as needed for locally funded projects and through qualifications-based mini-proposals for state- and federally funded projects. Firms must demonstrate applicable AASHTO Materials Reference Laboratory and AASHTO accreditation capabilities, qualified and certified personnel, a full-time registered civil engineer, calibrated equipment, and the ability to respond to site requests generally within 24 hours. Proposals must address the firm's approach, personnel, related experience, references for three comparable projects, fee schedules, applicable certifications, and required compliance forms. The contract may be renewed annually for up to five years, with no guaranteed workload; the cumulative maximum payable for all awarded contracts is $500,000.
