The California Department of Transportation is soliciting bids for scheduled and as-needed laboratory analysis of drinking water samples from 14 safety roadside rest areas and three commercial vehicle enforcement facilities in Shasta, Siskiyou, Lassen, Plumas, and Tehama Counties. Required testing includes Colilert presence/absence, Quanti-Tray most probable number, chlorine residual, nitrite, nitrate, perchlorate, copper, lead, regulated volatile organic compounds, and regulated synthetic organic compounds. The contractor must furnish the necessary labor, testing equipment, materials, supplies, travel, and incidentals, and perform the work at a California-based laboratory certified by the Environmental Laboratory Accreditation Program (ELAP). Caltrans will collect and transport samples to the laboratory. Subcontracting is not permitted. The bid is based on estimated quantities for 11 testing line items, including 1,011 Colilert/chlorine residual tests, 323 Quanti-Tray tests, 48 nitrite tests, 63 nitrate tests, and additional perchlorate, copper, lead, regulated VOC, and regulated SOC testing. The agreement is estimated to commence November 1, 2026, or upon Department of General Services approval, whichever is later, and expire October 31, 2029. The award will be made to the lowest responsive and responsible bidder, with a California-certified small-business preference and a DVBE incentive available; DVBE participation is not required.
