Description
The City of Santa Monica Water Resources Division is seeking laboratory services for specialized analysis of treated drinking water, raw and brackish groundwater, seawater, wastewater, stormwater, urban runoff, and advanced treated recycled water. Required services include testing and reporting compliant with Title 22 recycled-water regulations, the Unregulated Contaminant Monitoring Rule, federal and state requirements, and approved EPA, Standard Methods, or other accepted methodologies. Level 2 quality control, including spikes, blanks, and surrogates, is required. The contractor must provide sample-kit delivery and pickup, chain-of-custody-compliant sample handling, electronic PDF reports, CSV data deliverables, online data management access, and regulatory database submissions when required. Optional services include field-sampler and regulatory training and permit-documentation support. Bidders must demonstrate at least five years of similar experience and provide proof of ELAP, TNI, ISO, and EPA accreditation. Pricing covers 50 specified analytical line items, with four additional one-year renewal options available.
