Description
The Town of Berthoud seeks a qualified consulting team to update its Comprehensive Plan while preserving the Character District approach established in the 2021 update. The scope includes inclusive public engagement; demographic, vision, values, future land use, transportation, infrastructure, utilities, housing, water conservation, strategic growth, sustainability, equity, public health, parks and open space, historic preservation, public art, and economic development planning. The consultant must integrate the Housing Diversity Plan/Needs Assessment, Water Conservation Element, and Strategic Growth Element without replacing those adopted documents, and must address applicable Colorado statutory and DOLA requirements, including SB24-174. The work also includes a natural hazard risk assessment and mitigation plan; proposed redlines to the Land Use Code, overlay districts, and related guidelines; Proposition 123 implementation methods; a detailed master plan for the Innovation Character District, including density, infrastructure capacity, transportation, stormwater, and a potential Fast Track approval process; an action plan in the Town's report-card format; communications materials; editable draft and final deliverables; and presentations and recurring meetings with Town staff, the Planning Commission, the Town Board of Trustees, and other stakeholders. Proposals must include a cover letter, fees, methodology and timeline, and firm/team qualifications and references, with a total proposal limit of 18 pages excluding the cover sheet and section separators.
