Description
The City of Fort Collins is requesting proposals for a single-vendor solution providing three fixed license plate reader systems for the City's Civic Center, Old Town, and Firehouse Alley parking structures. The scope includes hardware, cloud/web-based software, implementation, configuration, systems integration, testing, training, documentation, technical support, maintenance, warranty coverage, and ongoing updates. The system must capture and identify vehicle license plates at structure entrances and exits, support permit and hourly parking workflows, calculate parking duration and rates, provide occupancy and utilization reporting, and integrate with relevant parking, payment, citation, enforcement, and security systems, including Genetec, ParkMobile, T2, and Luke II paystations. An OTPS gate system must be offered as an add alternate, with optional gate systems for the other structures. Proposals must address the functional requirements, cybersecurity questionnaire, total cost of ownership schedule, and parking structure maps. The response must include a detailed technical and implementation approach, firm and project-team qualifications, at least three similar public-agency projects completed within the last five years, sustainability methodology, pricing and work-hour information, subcontractor information, and the required acknowledgment. The proposal is limited to 50 pages, excluding specified preliminary materials, and must use at least 10-point Arial font with margins of at least 0.5 inches.
