GREENFIELD HOUSING AUTHORITY REQUEST FOR PROPOSALS (RFP) NSPIRE INSPECTION SERVICES The Greenfield Housing Authority (GHA) is seeking proposals from qualified firms and/or individuals to provide National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection services for units assisted under the Housing Choice Voucher Program and other housing programs administered by the Authority. Services are anticipated to include annual inspections, re-inspections, compliance inspections, and related inspection services. The contract will be awarded to the proposer whose proposal is determined to be the most advantageous to the Authority, taking into consideration qualifications, experience, past performance, and price. This project is being electronically bid. All proposals must be prepared and submitted online through ProjectDoc.com. Hard copy proposals will not be accepted by the Awarding Authority. For assistance, contact ProjectDoc, Inc. at (978) 499-9014. Proposal documents will be available electronically at no cost through ProjectDoc under Project #262195 beginning September 28, 2026. Proposals will be received until 2:00 PM on October 21, 2026. Questions regarding the solicitation must be submitted in writing via ProjectDoc.com no later than October 9, 2026. The Greenfield Housing Authority reserves the right to reject any or all proposals, waive informalities, and award the contract in the best interest of the Authority. Description
The Greenfield Housing Authority is soliciting proposals from qualified individuals or firms to provide Housing Choice Voucher National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection services. The scope includes approximately 500 annual, initial, and special inspections and 175 re-inspections annually, along with inspection reporting, compliance documentation, and related inspection activities. Services must comply with HUD NSPIRE requirements, Housing Choice Voucher regulations, applicable federal requirements, and Greenfield Housing Authority policies. Award will be based on the most advantageous proposal, considering qualifications, experience, technical capability, references, and price. The anticipated contract term is one year with one additional one-year renewal option at the Authority's sole discretion.
