Description
The Housing Authority of the County of Merced is soliciting proposals for labor, equipment, materials, and qualified certified inspectors to provide Housing Quality Standards inspections for its Housing Choice Voucher program. Services include scheduling and conducting initial, annual, re-inspections, abatement, special, complaint-based, emergency, and no-show or missed inspections; preparing and transmitting inspection results and related correspondence; uploading daily results into the Authority's YARDI data system; and providing monthly performance reports. Work must comply with HUD HQS, REAC, and NSPIRE-V requirements, with an anticipated transition from current REAC standards to NSPIRE-V guidelines. The contractor must provide all necessary inspection equipment, maintain quality-control procedures, support hearings when required, and supply inspectors with the required certifications and experience. Inspections must be performed during the Authority's normal business hours, and the solicitation expressly prohibits subcontracting inspections to another company. Pricing is requested on a per-unit basis by inspection type, including no-show inspections. The anticipated structure is a one-year initial term with two optional two-year extensions.
