Description
The State of Vermont is seeking to pre-qualify vendors for one or more information technology professional service categories under a retainer contract. Categories include business analysis and project management; infrastructure, network, GIS, database, enterprise content management, ERP, CRM, and SharePoint support; cybersecurity and incident response; software license optimization; mobile and web application development; DevOps; technical architecture; digital analytics and data science; Agile coaching; product and delivery management; interaction and visual design; content strategy; and user research. Vendors may submit for any or all desired categories and must provide capabilities, relevant experience, business organization and resources, intended subcontractors, and category-specific rates using Attachment A1. The resulting retainer contract will allow state agencies and eligible political subdivisions and higher-education institutions to issue subsequent Statements of Work. The contract term is explicitly stated as February 1, 2027, through January 31, 2032. Hardware and software purchases are excluded from this RFP, although services may involve existing platforms and technologies. Responses must include a cover letter, technical response, completed Attachment A1 price schedule, and signed Certificate of Compliance in a single digitally searchable PDF submitted by email or through Vermont's VTBuys system.
